Is it being capped to 60 fps with the vertical sync being enabled?

i reinstalled windows and rebuilt my pc with new parts

 

i713700k 

32gb ddr5 gskills

asus 4070

asus z790

cruical 4tb nvme

corsair 1200i psu

nzxt kraken 240

 

benchmark result on 3d mark

was 19000 for time spy

Is the Power Management Mode set to Prefer Maximum Performance?

Is your DDR5 running at the highest rated speed it is supose to be at?

I'm not sure what else it could be since I'm not too more recent Intel processors these days, but I'm sure others will have other suggestions if you provide more info. Take a screen shot of your Nvidia Control Panel settings for Manage 3D Settings.

all my control panel is still set to default.     i was getting 140fps 2 days ago now im at 60fps what is going on

Is it exactly 60 or fluctuating around 60?

Sound like you enabled vsync somewhere.

 

Either in the game,  in the control panel or in geforce experience.
