I'd probably take the MSI, I've got the Victus with 5800H and 3050ti, and it's awesome, but the 5800H is a little bit warm for the thermal solution and a little bit overkill. 

The MSI looks to have fewer compromises while offering the better GPU.

The ideal one would be the 5600H with 3050 (which I think HP offers outside of the US?)

Its available here as well, but goes slightly over my budget
