Dell Optiplex 7050 micro boot issues

Im having some issues getting this Optiplex 7050 Micro to POST or boot. You can view its info here: Dell Support Link

I can only get it to boot when I short the service mode jumper (See Page 27 of this document - optiplex-7050-micro-owner-s-manual.pdf). Once shorted, It says no boot devices detected. You can press F1 to retry boot and then it boots up just fine.

If I plug it in the way it should be (only the password jumper), the power light immediately turns on and stays white. No display output, no POST codes. If you hold the power button down, it will shut off but releasing it turns it back on after a second or two.

There are instances where I can remove the jumper and it will let me restart just fine, but as soon as it powers off, no POST.

I have tried:

• Updating BIOS (From 1.6.5 to 1.26.0)
• Clearing CMOS
• Different RAM
• Removing hard drive, m.2, using a combination of them, different drives, etc.
• Running Hardware Diagnostics (Everything is a pass except for Service mode jumper being connected, which it needs to be in order to get it to that screen)

Im stumped. It works fine with the jumper, other than it cant find my m.2 boot drive. (Again, F1 lets it boot correctly). 

 

Any thoughts? Going to re-seat / re-paste the CPU after I hit submit.

Ill try and remember what I did when I have a chance to look through the BIOS later tonight. I got it working I think but its kind of jank
