Hello my new pc is in a fractal torrent case and has a 7800x3d on a b650e-e mobo and a ak620 cpu cooler and my idle temps are in the 60’s and under workload are around 80c. When trying to download starfield i had three random blue screen computer restarts which I am not sure if they are related to my cpu temps. All I have done since getting my pc is try to download games but to no success. I have gone into bios and set my thermal limit to 85 and am running Expo1 along with running PBO and setting the curve to 30. The results are the same and my computer completely freezes. I am using window 11 pro. Is it normal for my cpu to be running this hot?

-30?

Likely the cause of the restarts. There is no guarantee every CPU is going to be able to handle a straight all-core undervolt like that in all situations. Knock it back to -20. However, your temp problem will still be there. What ambient temps are you dealing with?

My 7800x3D sits around 40c at true idle with an Assassin IV air cooler and peaks around 82c in a Cinebench R23 load. Gaming is in the 60-65c range, essentially just what @RONOTHAN## said.

i think it cant handle the undervolt, my 7800x3d did the same when i undervolted it too much. and for temps on my lian li galahad trinity II 360 i have: 40-45 degrees at idle, 50-60 degrees wile gaming and it goes to around 65-70 degrees while running cinebench multi core.
