Could this gpu run passively

It's funny that you would mention that particular card. I believe I found one of those with a damaged fan in a bin of spare parts in a maker space several years ago - if not that exact model, a very similar card from that era. I tried simply unplugging the fan to see if I could run it passively, as the fan made terrible noises.

 

The result is that the card quickly thermal throttled. It may not seem like much, but that little fan really is needed to keep a card like that cool.

 

If you want to run it passively, you'll need to give it a much larger heatsink.

 

EDIT: Looking around at pictures, trying to confirm that I remembered correctly that the 9700 Pro was the card I found, I discovered that Sapphire apparently made a passive version of that card. The heatsink is... a little bit bigger...
