Harm in what way? Hardware? OS? 

 

Hardware no. For components its just same as when PC is shutdown from OS or BIOS. OS mostly no. Only if there's active update process, it can become corrupt and cause some issues on next reboot. Usually easy to fix.

 

The biggest problems are with anything that hasn't been saved properly. Though modern software have pretty good recovery features.
