I was assuming the pic was from a Facebook marketplace listing or something OP was looking at.

 

With that tiny blue PCB with no backplate and no external power, it isn't anything you'd want to use.

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

I don't see a PSU cable going to it, don't think that's a GPU, possibly a sound card

Not all graphics cards require supplemental power.. There's plenty that are under 75w and can be powered just by the PCIE slot.

yes, right, but I'm also going off the assumption that OP posted it from a markpet place listing because they want to buy it, and as someone else commented, blue PCB, no backplate, no supplemental power, if it is in fact a GPU, not worth buying.

It looks closest to a Gigabyte GT 730 2gb. Depending on the price of the machine and the rest of the parts around it, it might not be too bad. Cyberpower had a computer with a GT730 in it. They were also putting a 9600k and a single stick of 8gb ram in. For a under $200 or so that wouldn't be too bad of a deal if OP is on a tight budget. But they've also paired that GPU with everything down to a i3-7100 and that would be worth avoiding unless you just wanted a very cheap NAS base.

I don't know of many PCIe x16 sound cards.  All of my creative PCIe sound cards have been 1x

 With all the Trolls, Try Hards, Noobs and Weirdos around here you'd think i'd find SOMEWHERE to fit in!

It's a Gigabyte GT730 GDDR5 I can tell by the placement of the ram chips on the back

You can tell from the pic it's clearly not an x1 card, as it fills the entire length of the x16 slot on the board. It could still be like an x8 card electrically but I've never seen an x1 card that didn't have the dinky little x1 fingers like on this riser

Anyway, if it's not a GT 730, it's something equally useless, so I think OP knows what they need to know.
