And which Graphics card is the best, the Palit ? Or  PNY `?

Either cpu will work although I would look at the locked version of the i9 (13900) if you decide on Intel. Are these prebuilts and what is your budget?

Id go for the ryzen one, not much point cost optimizing here since youve already maxed out both cpu and gpu

The locked i9 puts out less heat. No idea what games you play but with your budget you could set up a gaming PC and a seperate PC for streaming only which means you wouldn't take a hit on frame rates as you would with a single PC for gaming and streaming.

Yes, I'd go AMD too. AM5 will be here for a while.

But maybe not the 7950X3D, I like the most efficient and cheap 7900
