If you're at 1080p it's not optimal, but at any resolution higher than that it should be a pretty good pairing.

Depends on Game and scenario:

 

If it's 1080p playing CSGO on competitive settings, you probably will still lose to a 7800x3D. (CPU bottleneck)

If it's 4k playing Cyberpunk2077 on Ultra setting. You will get about the same performance as 7800X3D. (GPU bottleneck)

 

You usually won't encouter CPU bottlenecks if you set graphics to high or above and run games at 1440P and above. Something like turn based RTS (e.g. Civilization) might still give you 1-5% better performance but these games are rare.

Your question is all wrong. Not the 4070Ti would bottleneck the 5800X, the 5800X ould severely bottleneck the 4070Ti.

The CPU prepares frames for the GPU, not the other way around.
