thats a logitech G29 I'm pluggin and unpluggin into the usb in the case. Each time I barely touch the usb port with the usb tip, a monitor goes off for a few moments.

the pc has a 1200w asus thor powering a 7950x3d w/4090 (for consumption context), computer was idle at that moment.

What @Eigenvektor says, but I once had a problem with the GPU firmware on my gtx 1080 that also lead to a monitor timing out when I plugged in a divice in a usb port... So maybe check if your GPU has a firmware update (although not too common) or just try to DDU the driver and reinstall it fresh... 

 

 

An on another hand, have you tried different usb divices? Does it also happen on the Mainboards usb ports?

by definition, no.

 

this is a ground loop issue, a UPS will (should?) never interrupt the ground.

 

if you live in a country with reversible power outlets, one of them is probably the 'wrong' way around (it's not "wrong" as in dangerous, but "wrong" as in potentially causing weird grounding issues)

We use the italian standard plug here so that would be reversible? (photo for reference)

yep, that's reversible.. also, welcome to the weird world of european outlet half-standards.
