Today I wanted to enable resize bar in the bios, and I did that and saved and exited And now my PC is bootlooping. I’ve turned off the power supply switch for now, but if I turn it back on, I still have the bootlooping issue. I also tried mashing delete to get into the bios, but that also didn’t work. anybody have any ideas?

If that is important here are my PC specs:

Yeah lets start with just clear CMOS. Get this thing to boot normally.

After that, we need to recognize what does this boot in. You'll need to disable Legacy boot and use UEFI boot to use Resizable BAR and Above 4G Decoding, but this means your Windows installation needs to be in GPT (GUID Partition Table) format, not MBR (Master Boot Record).

To find out, open Disk management, and then right click on the disk that has your C: partition. From there, click the volumes tab, and then click populate. You can see whether your windows disk is either GPT or MBR in the Partition Style. Something like this.

If it says MBR, well you have 2 options. Either you reinstall windows and then format the drive completely, or you can convert your MBR drive to GPT. For OS install you really only have Microsoft's MBR2GPT as an option if you dont have another computer to plug your boot drive into.

If you do have another computer to plug it in, Paragon Disk Manager CE would be my pick instead. It only takes 5 minutes for me to convert a drive to GPT on it compared to an hour.

After you made sure it is GPT, then lets try again. open advanced mode, and then open the boot tab. Your boot mode select should be on UEFI, not Legacy+UEFI.

From there, reenable Above 4G Decoding and Resizable BAR.

Is it possible to choose the size of the Resizable BAR?

nope.
