A lot of these are prerecorded at a much lower resolution. Or have altered graphical settings to allow for a smooth cutscene on the older systems. This is what just cause 2 does.

Probably because they're videos and not actually rendered in-engine, and those videos were recorded in a quality that was... OK back then but looks crusty on today's resolutions.

Looks perfectly fine to me. Don't knwo what you are seeing that is blurry. Looks like a regular sharp 1080p image to me.

Not seeing any issues.  Any blurriness behind her is attributed to the focus being on her, like in real life.  Some games like to blur backgrounds to emulate actual focus.

Background is noisy indeed, but yeah it's probably baked in the video.

Seems more like a combination of deliberate artistic choices and maybe just really bad textures/assets.

But in most cases, blurry cutscenes are due to the cutscenes being a recorded video whereas the in-game engine is now running at muchhh higher modern resolutions.

Don't forget that the PlayStation 2 era (and the Wii) was still 480i/p.
