This power supply down below eliminates any issues with those connectors. With that said the 13900K is not a good choice for a gaming cpu. It runs hot and the difference between that cpu and the i7 is five frames per second at best.  Another thing is you do not want a older Z690 board for a DDR5 build due to the inferior memory support. Also try and keep your M.2 drives the same so you don't run into software issues.  32GB of RAM is more than enough for Starfield or any game for that matter.

 

That three pack of Lian Li fans goes inside the top of the case where an AIO would normally go. Low profile RAM so that it doesn't impede that dual tower cpu cooler.

There are few questions on my mind.

That's a very impressive budget for the first PC build!

Tho, why not go for 4090?

4090 is an insanely powerful card, but if you're a true power user with an appropriate budget, it can be a stellar choice.

For the rest, everything is bleeding edge, so there's not much to say.

Other than do you really need a Windows key? You can use a regular/free version of Windows until you get it all running.

At this budget a 4090 is a bare minimum gpu to have, no reason to get a lower end card

 

If gaming is all you want to do then a 7800x3d would be a better choice due to the massive cache and would also be more power efficient, low clockspeeds can be rectified by simply buying an async eclk board (b650e taichi, aorus master, x670e-a/f) and overclocking via bclk (afaik theres a mode that doesnt affect pcie clock just like intel bclk strap so completely safe) though there isnt that much headroom due to the insulating 3d cache and ihs unless you build a phase change cooler for the cpu for constant subzero temp (very doable with this budget but most ppl dont have the knowledge to build one so just ignore for now, also custom loops dont do shit for cooling here)

I really wouldn’t worry. Those cables have started to be replaced with more ‘safe’ ones and those incidents only happened because the connectors haven’t been plugged in all the way in. As long as you plug them in all the way there won’t be issues.

Star Citizen wont use any of it anyway, its a fucking shitty game in terms of GPU bound optimization. Getting a 7800X3D is basically a must for a flagship Star Citizen machine due to how inefficient the CPU draw calls are.
