I have rebooted.

i can create folders in other places.

other storage seems to work.

its a 4 gb flash stick.

Okay, I'm going to reccomend that we check it for errors then reformat the USB stick.
If you need to back up the files, try copying them off. Let us know if it crashes when doing that and we'll try another way.
1. In "This PC" where you can see the stick try to right click and go into "Properties"

2. Go to the Tools tab

3. There should be an "Error checking" section. Press Check"

4. If it says it found an issue and fixed it then try creating a folder. If not then proceed.
5. To format you can follow one of the guides on this page: https://www.windowscentral.com/how-format-usb-flash-drive-windows-10
I know the guide says Windows 10, but it will be about the same on Windows 11.
Let us know if you run into any issues along the way or have any further questions.

Whenever i try to create or delete a folder on my usb, it crashes file explorer and resets the taskbar. Only started happening recently and the usb worked fine yesterday.

Couple quick scoping questions.
1. Have you rebooted?
2. Can you create a folder on your desktop?
3. Have you tried with any other USB storage?
4. Is this just a little flashdrive/jumpdrive/stick or more of a USB external hard drive/SSD?

Any stuff I would suggest without knowing these are likely to come in up basic web searches.
