Hypothetical builds are not really allowed in here, but why the specific platform and chipset? If I want to go for rock bottom i would go for B450 with Ryzen 5 3600 for 100$ on used market, with a 150$ eBay special GPU of RX 5700XT, 1660Ti, RTX 2060, or GTX 1080Ti. add in 50$ 2x16GB CL16 RAM, 35$ for 1TB Nvme SSD, an ATX office case off the dumpster and 30$ for a CX550 Grey Label, that is a banger PC for 365$.
