Not for most, no.  I am running 6000MHz RAM without issue on mine.

Go AM5 then, performance is better than AM4.

Totally depends on budget, see what we can squeeze in.

 

Budget build is AM4, otherwise go AM5.  Or Intel still rocks just as well.

Just be sure to do some research on the components you choose before buying for best results since not all components are equal in capability. 
What you have in mind for it's useage in your case will determine what to get and once you know that you can go from there. What I mean by that is you have to build it to suit YOU and what you want, basing it on someone else's build may or may not result in a build that will do the job and make you happy with it once it's done.

With AM4 (If you go for a build based on AM4), the board you choose will make a difference in the results you get.
This obviously extends to AM5 too but that's where the research you do will pay off.

Personally, from the ones I have onhand I know MSI boards tend to clock RAM well, for some reason ASRock doesn't do as well with identical sticks and CPU used and it comes up short vs what an MSI can make it do. I'm also aware of others havng this same experience so it's not just my lone example that indicates it as being true.

It's fact the board you choose along with the exact BIOS file that's in it will affect your results so be sure to check all that out if wanting to go for higher RAM clocks for example.

Best suggestion I can make it simply this:
Be picky about what you spend your $$ on because once you buy it, it's yours and all that comes with it, good or bad.

Between the two for buying brand new, AM5 100%. If you live near a Microcenter its a no brainer.. look at these absurd deals. 

 

Even putting together a cheap 7600 based system on PCPartpicker you can't beat that, and you get a 7700x.
