I really think this is due to your CPU, i hate bringing up other people, but folk have thrown around a certain sheet of numbers, the 8350 bottlenecks the 280x/770/780 in this game.

no biggie mate. if you oc too high and lack voltage = screens

just open bios and increase your volts in small amount. then try stress test it if it's too hot lower volts and core clock until you find one you are comfortable with.

Ahh i get you now, yeah, Windows will use your card as a standard VGA adapter without the driver, only games will not work, or Direct3D apps.

OP, do you have your AMD chipset driver installed for your motherboard? most of the time when people are getting bad results it is because of that,

i made this mistake at first and when i installed the FULL catalyst suite it solved all my issues...

Also IN YOUR BIOS, make sure you turn the POWER SAVING features OFF (disabled) and turn HPC mode ON (enabled) and see if this help...the CPU is not

your problem in itself i can assure you that i play BF4 competitively a lot and and almost never dip under the 60FPS mark at FULL ULTRA PRESET and i use

an OC 8320 but even at stock speed it makes no difference i'm GPU bound ALL THE WAY and i use an overclocked GTX 780...so your CPU should feed your r9 280x

all day long in BF4 no problem...

(EDIT: You should have your chipset driver on a CD with your motherboard if you want to make sure and have a separate install of this driver, but i think it come's in with the new catalyst just install EVERYTHING that comes with it...

Is this with Mantle. If so the CPU should not make much of a difference, stock 8350 should be fine. Also even with DirectX an 8350 has more than enough power.

Trying newer beta drivers may help resolve the issue. Beta drivers are generally perfectly safe, with any problems simply requiring the driver to be removed.

As an extra precaution try turning of all overclocks. A bad overclock can cause instability.

im honestly not sure how to check?

don't check, just double install it if its already on there it won't matter, install it again and test.

is it a new PC that you've just built ? is it a fresh BF4 install?

If not, what have you upgraded/changed recently that could be interesting for us to know about?

BF4 is known to do wierd things sometimes on AMD systems...

i built it (dads mate) at xmas and i installed bf4 normally, and i havent changed anything, its only bf4 as titanfall runs fine 60fps all of the time, its so frustrating as its my fave game, thtas why i thought the driver was not optimised for bf4

Does BF4 always ran that bad?.. if not i would completely wipe off BF4 from the system and do a fresh re-install...

Have you installed the chipset driver ?

yes always (from when i checked the fps) im not sure if it is because of the old gpu driver as other games are fine and so is rendering, this is why i dont think it is the chipset
