You will need to explain more. Sata is sata, usb is usb. It can't be both. If you mean using a sata drive via a usb adapter, you need to make sure that it is a powered adapter, not one meant for 2.5" drives.

They do, you just need need to provide 12v power which USB can’t.

adapters to do that are not hard to find, I have some for HDD, but yea you need to make sure the USB port can provide enough amps to power the drive.
Some HDD are low power enough to work no issue on 5v 500ma standard USB slots (with the adapter), but not many. 

Would have to check your SATA CD drive how much power it needs and use the correct USB port for that. 
Otherwise get an adapter with a DC jack to augment the power needs
