Will the MSI GTX 770 Twin FROZR fit in my NZXT Phantom 410?

My 6950 fits perfectly with some room to spare and is 259.84mm,

Edit: I'd guess 50 mm clearance without the optional internal fan installed. (Not home at the moment)

Well the above says it all. I am planning to get a MSI GTX 770 TWIN FROZR and an NZXT Phantom 410. PCpartpicker says that the case only supports a 230mm card while the 770 is 260mm and that I will need to remove bays to fit it. Could that really be true?

Yes, if it doesn't fit then you can remove the top hdd cage. But it should fit regardless.
