why do PCIE wifi/BT cards all use USB for bluetooth???

sorry if this is the wrong forum, I couldn't decide on the best section for this, but think i picked the right one. 

like the topic asks this has been baffling me for a while. why do PCIE Wi-Fi/BT cards all use USB for Bluetooth???"

I haven't found any that have BT over PCIE, even adding another lane for that would be better in my mind then commandeering a USB header pin for BT, and its even worse when they comandeer the full Header when it only needs 1 port, forcing me to modify the cord to make it take half a header and not a pin more...

but I'm beginning to ramble, if any of you can answer this it would be greatly appreciated.
