It can be but most of the time the thermal paste included in the box for your cooler is enough. Like the one on intel stock coolers or amd stock coolers

Depends if you are going for a 13900k and trying to overclock it.   You can't really make a 'mistake' with paste, put it on the IHS ( intergrated heat spreader ). Due to recent CPU's from AMD and Intel being a bit larger the standard now is to add a line instead of a small pea size dot in the middle.
You have to be more careful with paste that is thermaly conductive like liquid metal and certain pastes as they can short the motherboard if spilled over, normal paste like Arctiv Silver and Noctua NT-H1 etc is fine.
most if not all coolers come with thermal paste, some even pre applied.

No, use the pre-applied on your cooler.  It's already spread well and a decent quality. 

 

You don't oil change your brand new car, right?  Same thing.  What comes with it is just fine.

What CPU and cooler do you have? Is the paste pre-applied? Many brands are within a couple of degrees of each other, but there are some older ones that just don't do the job for newer CPUs, some that are kinda crappy, and then there's the expired stuff. I assume your cooler is new but if it doesn't look like paste that's a clue.

I've been using computers since around 1978, started learning programming in 1980 on Apple IIs, started learning about hardware in 1990, ran a BBS from 1990-95, built my first Windows PC around 2000, taught myself malware removal starting in 2005 (also learned on Bleeping Computer), learned web dev starting in 2017, and I think I can fill a thimble with all that knowledge. 😉 I'm not an expert, which is why I keep investigating the answers that others give to try and improve my knowledge, so feel free to double-check the advice I give.

My phone's auto-correct is named Otto Rong.🤪😂
