I made a new PC and I would appreciate any helpful comments

RAM is bad, CL is way too high.   Please don't pay for Windows, it an run fine unactivated.

 

I'd allocate more for the GPU as well.

I haven’t built it yet, or bought anything yet. I’m planning to buy everything this week except for the GPU. I’m gonna wait on that, mostly because I don’t know which one to get. 

What RAM would you suggest to get?

I'd go for something like this personally. I tweaked your list a bit, saves some money without skimping on quality of components, and even getting a better more current GPU. Got rid of the Windows license as well, you can download and install Windows 11 for free if you have or make a Windows media creation tool USB, and it can be activated at anytime if you want to get rid of the watermark.

(Also switched to the Fractal Design Focus 2 RGB which is on sale right now on newegg for 50% off, and it's an absolute steal for that case)

I agree mostly, but I thought we hated the 4060 Ti?  I wouldn't run 1440p on it.

I'd take it over paying $350 for a 3060ti. If OP really wants to go for bang for the buck and doesn't mind used they could probably pick up a 3070 or 3080 off of Ebay in that price range.

@SpookyCitruss recommendations look great but for a few things you might want to think about:

  • PSU: with your config a 600 to 650 W PSU would be fine. If you plan to get a bigger GPU you might want to stick with your 750W one.
  • RAM: DDR4 is still quite a bit cheaper than DDR5 same goes for a fitting motherboard. If you don't plan to reuse some parts in a future setup you can think about going with DDR4. I don't have the exact numbers but the performance loss isn't  THAT big and you can save at least 60$ that way.
  • Motherboard: if you don't need anything from the Z790 series you could again stick with an old Z690 (you need DDR4 though and probably a bios update)
  • Last thing: Do you REALLY plan on overclocking your system? If not you can save again by going down to a non K version with a cheaper H670 Motherboard and CPU cooler. I know quite a lot of people that bought the K versions and never overclocked their systems anyway. If you don"t overclock a K series its just a few % faster than the non K version. And the non K is usually quite a bit more energy efficient.

Okay well if I got a 30 series, which one would be appropriate for the CPU I have?

With a 13700k you should not be CPU bound in any games. Maybe a 4090 would be too much, but that's about it.

The only issue I have is the motherboard, haven't the gigabyte boards been causing coil whine? I’ve been reading that it’s been a common issue.

I would search google for anything you can find about the specific board you plan to use. Generalizing it to one manufacturer usually doesn't work.

I've used Gigabyte boards in several 13th gen builds and haven't had an issue with coil whine. Typically it's the PSU or GPU that have coil whine. Motherboards can as well but it's much more rare. Asus has been pretty poor lately, I've had issues with Asus boards since 8th Gen intel. I tend to go MSI or Gigabyte myself for client builds. And I've only used Gigabyte in my personal builds for the last several generations.
