Are there any good high quality handheld consoles for less than $40 that can emulate some old games at least up to gba maybe even higher?

Yes and no. If  you're in asia, you can probably get the likes of Anbernic RG35XX for around $40-45(converted including tax).

 

For the west side of the hemisphere. Not sure what kind of handheld emulators you got, but probably at least $20-40 more than how much it is being sold here in asia. The best option is probably either buy yourself an mobile controller, either from a known maker like the Razer kishi mobile controller or any of your choice, or don't. Then just install the emulators on your phone(assuming it's an android).

Yea I live in America and the console you recommended is 10 dollars more expensive. I guess the razer kishi could be a good option. Thanks for the help
