Don't do yourself the disservice of not checking out 7Hz Timeless. Blessing 3 is spectacular but Timeless is spectacular too and they honestly do trade blows back and forth.

Generally IEMs can be driven by any amp, whether it's a dongle, bluetooth, desktop, etc. No IEM needs a lot of power. 

Read reviews of different DAC/Amp dongles and watch some youtube and try to get a feel for the kind of sound you want to hear. They all sound slightly different.

I really like the Headfonezone channel on youtube for DAC reviews they cover a lot in their DAC videos and that's a good starting point. I personally have a Shanling UP4 for IEMs and I find it quite capable but if you wanted to get a really serious dongle you could look into something like an iFi HipDac 2 or you could get something as simple as a Fiio Ka3 or an Ifi Go Link. You really have to watch reviews. No two people hear the same.

The only thing I'll say about buying an amp is make sure it has balanced and unbalanced out. 3.5mm+4.4mm is ideal. 3.5mm+2.5mm is ok too and you can just use an adapter but that's one more thing in your pocket. Get your IEMs with a balanced cable to use with the 4.4mm output for better stereo separation, power, and soundstage. Most amps can output 1.5 to 2x the power via balanced vs unbalanced.
