How does AMD GPU core clock offset works?

I found the core clocks reported in after burner is always lowrr than listed in amd driver software , usually below 40-150+MHz, also mem clock which is always -12MHz 

The hot spot temp is below 80C

The lower the temp the closer you will get to the target clock. Assuming you don't hit the power limit, in which case the clock will drop even further.

You will basically never hit the target clock on air/water cooling under sustained load, only during some brief spikes.
