Display Settings Admin Issue

Fixed! Set NoDispCPL in regedit under HKLM->Software->Microsoft->Windows->CurrentVersion->Policies->System to 0

Hello. I have a Windows 11 PC which I am an Administrator of. I have gone to the Windows display settings to change some monitor settings. However, it is saying "Some settings are managed by your systems administrator." Any idea what could be wrong? I have not touched group policy on this computer and it is a local user.
