In addition to what @Skiiwee29 said, you may also need to pick at it to break away the crust on both the fan and the heatsink.
Something that I do, to avoid scratches, is take a normal cotton swab, and cut the end off at an angle. Kinda gives you a small chisel. Or if you have a plastic or wood spudger/spludger, that would work better.
