Startup is acting weird

Every day when I first boot into my PC it loads fast to the lockscreen then it stops there loading for a bit and when I finally get to the desktop the cursor is loading and my taskbar doesnt load my apps so I cant start anything for a while. I did many optimizations for a fast startup (and I have disabled fast startup) so I dont know why is this happening.

 

PC specs:

Mobo - Rog strix z690 ddr4 version

CPU - i7 12700k

GPU - Rog STRIX 3070

SSD - 980 Pro

Memory - 32GB dominator platinum

Are XMP enabled? What is your CPU temperature looking like when in BIOS for a few minutes?

XMP is enabled and fast boot in bios aswell when it comes to temp of the CPU I cant remember but i think it is around 30 degrees celsius
