What such choices could be as a minimum if not concerned about gaming?

if you arent gaming or dont need the computer to do some sort of complicated task then you won't need a high end machine or pci-e 5.0 . you could get just any premade budget/entry level pc.

It's true that I don't really need a high end machine, but in any case I will build it myself. What specifications do you have in mind with  "any premade budget/entry level pc"?

If building a system with PCIe 5.0 and buying a PSU, would it be better to choose ATX 3.0? What such choices could be as a minimum if not concerned about gaming?

That is about as little info as you can get, that you might as well say "would it be better to buy a PC".

ATX 3.0 right now is only there for the native 12VHPWR connector. If youre not putting an RTX 4000 series card - which are the only card that has a 12VHPWR connector as of writing - itll go to waste and youll be better off with the standard ATX 2.1 PSU.

I will not be using an RTX 4000, but I though if not much more expensive why not buying an ATX 3.0?

Yeah but the thing is on a lot of market it is much more expensive. You can get 750W ATX 2 PSU for 86 US dollar in US, while ATX 3 is 110 dollar minimum if youre looking at something equally built.

because it's just a specification that has no bearing on longevity or performance and seeing as how you aren't articulating a reason to require it then you clearly don't actually need it.

is there a reason you need to build the pc yourself if it's a low end machine? Because most machines that are prebuilt are cheaper than buying all separated low end parts. A used ebay office machine will probably do just fine
