Will an i5 9600k Bottleneck an RTX 2080 ti

The seem to be so close to one another. Is there going to be a cpu bottle neck here?

 

Main issue is that my mobo is limited to 9th gen max and so new cpu means new mobo as well :((

 

Other notable specs:

2tb nvme ssd

16gb ddr4 2666mhz

(can’t remember mobo but it doesn’t allow for OC)

 

Oh and just remember to add i play at 1440p

in modern CPU heavy games, yes.  The 9700k or 9900k would be better obviously.
I had a 9900k with an RTX 2080 Super and that felt like a decent combo.

there is only a chance of bottle neck at 1080p with some games but the moment you run 1440p not an issue.

Any bottlenecks you might get on the 9600k should be minimal though not something that makes gaming a bad experience at all,

Would it be worth the upgrade though or should i just buy a new mobo and higher gen cpu

I wouldn't say its worth upgrading to any 9th gen CPU, they are quite old by now.  If you are on a budget then sure, get a 9700k or 9900k.  If you have the money then I would definitely advice that you upgrade, the 2080ti is still a strong card and will be able to stretch its legs quite comfortably with a faster CPU.
