So I need to get an aio for my pc. I built it using the box fan that came with it. My am5 cpu routinely hits 95c while playing the last of us and turns my pc into a space heater in an already hot room. 
 

so I’m going to get an aio but my case only supports up to a 240mm. 
 

I really want to get the EVGA CLCx 240 but in research I’ve found the Arctic Liquid Freezer II to be by far the best cooling 240mm aio on the market. It’s the aio version of the Noctua nhd15 apparently…
 

Does the arctic really cool THAT much better than competing 240mm aios?

Why do you need to get an AIO?  A decent aircooler will keep that AM5 CPU cool too!  Obviously you can get a 240mm AIO if you want to 🙂
What AM5 CPU do you use? 95c is within spec and its designed to run at that speed 24/7, it will of course heat up your soom a bit more as you say.

Yes, the Arctic uses much thicker radiator which has significantly more surface area than most other AIO coolers on the market. So you ALSO need to consider that when dealing with the cooler compatibility as it may interfere with the RAM if it's top mounted in some cases or PSU shroud if it's front mounted in some cases.

I have the bottom of the barrel am5 chip. I had ordered the ryzen 5 7600x but after watching the LTT video saying the non X version would reach the same performance with pbo I think it was I canceled my 7600x and just went with the 7600. 
 

and I don’t “need” an aio. I just NEED the absolute best cooling that I can get within my current setup. Which from what I can tell is the arctic liquid freezer. 
 

that’s what I’m trying to figure out is if that aio is actually as good as it’s reputation

I don’t know how accurate this is… but if it’s accurate both my mobo and case are compatible

Fair enough! A 240mm AIO will definitely keep that chip cool^^  I use an NH-D15 on my 7700x with a fixed 25% fanspeed ( I like low noise ) and it hovers around 65-70c during heavy gaming.  TLOU pushed the CPU to 95c when it was loading the shaders though, that game is broken.  During normal TLOU gameplay it hit around 75c with such low fan speed. 
Question is: What case do you have? Hows the airflow?

I have the Rosewill Prism S500 ATX-Mid. 
 

the airflow seems to be fine. It’s quite spacious. 
 

I built it just over a month ago and built it with an Intel arc a750 but my sons gpu died and I sent him my arc and bought the RX7600. Neither of the GPUs I’ve used have experienced high temps so that tells me the airflow is fine. It isn’t like I’m experiencing any sort of issues with it running at 95c and I know they were designed to run at those temps I just want to keep it down. Sure they say now it’s fine but in 4 years after a constant 95c it’s difficult to believe that chip won’t experience some sort of degradation. I’m just tying to extend its lifespan as much as possible

For quietness, yes, it probably is. If, however, performance is what you want, there are those that are better. Are you in Europe?

That is an important point. Unless something runs on heat and is very well-designed, I don't think that it's good to let it run at max all the time. This is why I disagree that normal cooling is overkill. I think sub-zero is, however, because it can damage components just like high heat, and computer parts were not designed for that. Wildly fluctuating temps can damage, too. I have not researched whether the new CPUs are designed for tjmax, though, so...

I've been using computers since around 1978, started learning programming in 1980 on Apple IIs, started learning about hardware in 1990, ran a BBS from 1990-95, built my first Windows PC around 2000, taught myself malware removal starting in 2005 (also learned on Bleeping Computer), learned web dev starting in 2017, and I think I can fill a thimble with all that knowledge. 😉 I'm not an expert, which is why I keep investigating the answers that others give to try and improve my knowledge, so feel free to double-check the advice I give.
