 I recently switched my rtx 2070 to an rtx 4070 updated all of the drivers ect. On 1080p I only get around 100 frames and highest setting on destiny 2 when I should be getting 240+ its currently paired with an i7 8700k, another issue I realized when monitoring my gpu and cpu it only has a gpu usage percentage of around 25 and cpu of around 40 no higher then that.

specs now: 4070, i7 8700k, 2600mhz ddr4, asrock z390m itx motherboard only thing that changed was the gpu from 2070 to 4070 why am I getting such bad FPS ?

I would say that you've hit the wall of your CPU and you'll never be hitting 240 fps in D2 since your 8700k can't reach that framerate at all, despite your CPU usage only being 40% the single core speed and likely memory speeds are limiting your performance massively at 1080p.

 

IMO your best bet is a delid and oc on the CPU and 32gb of 3600mhz ram to round everything off, otherwise you're kinda wasting your investment into a 4070. The delidding thing may seem very niche and scary, but makes a massive temperature difference with the 8700k and allows you to hit 5ghz+ and is generally pretty safe on non-soldered chips, 32gb of 3600mhz ddr4 is like ~$50 and will make a good difference to in-game performance as well.

 

For reference the system in my signature below holds consistently in the 140-170 range at 1440p high and I'm GPU bound, the game loves IPC/cache/clock speed.
