Budget (including currency): doesn't really matter

Country: NA

Games, programs or workloads that it will be used for: GPS games

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

So I'm looking to upgrade my pc I currently have a 1080 ti, i7 9700k, 550psu, 32 gb of 3600 ddr4 ram
I recently bought a 4070 and a 750W psu. I've had some second thoughts on the purchase and wanted to look for some help. I've been told I made a bad choice for both by others. I have been given thr option of a 3080 ti for the same price as a 4070. But I'm also looking at a 4070 ti or a 6950xt as well. But I was under the impression I would have to DDU for the 6950 xt but not for any of the nvidia cards but I'm now being told that not true. So I'm confused what the best choice here now.
I understand I'm bottle necking the gpu with the cpu I have and may need to upgrade but not sure what to get or if it's really worth it bc I'm unsure of really how bad the bottle neck will really be. I was looking at some deals at micro center for cpu and motherboard (deals listed below and only the first two on each page)
https://www.microcenter.com/site/content/bundle-and-save.aspx https://www.microcenter.com/site/content/intel-bundle-and-save.aspx I've been told by people online these bundles are not the greatest but I don't understand why bc they are still better than what I have now. I really just need some guidance here and what everyone else would do in this situation.

What's your resolution because your resolution does matter.

I not really sure I mostly play fps games so most likely 1080 or 1440.

They've already got a thread going.

I'm not actually trying to be as grumpy as it seems.
