My brothers z170 pc with 1070 pc with 6700k only does this when plugged in, does anyone know what’s going on?

What is "this" ? There's some light then you quickly reset and clear CMOS, what are you expecting ?

Do you mean the number thing?

Does the psu click on and off? 
 

Either bad psu or bad mobo most likely if that is the case.

I will have to check but I’m 99% sure that there was none
