also what is the other end going to? are you on an SFP+? another copper nic? switch, router, server?

how do i setup the negotiation manually? 
cause if its speed and duplex,already changed that from auto too 10gbit etc. manually and that didnt work
also its just a cat 7 cable directly to a router

Update: got the TP-Link TX401,worked almost straight out of the box. had to change some settings to make it work but its going fine, i should be getting 8,5 down 1,5 up.... not to bad steam seems to go up and down a lot,not sure if thats because of steams limits or maybe SSD limits (samsung 980 pro) 
if you have any tips on network settings i should change in the adaptor options do hit me
