@downinthemorgue none of the posters on this thread mentioned the fact that your choice of RAM is slow as molasses not to mention I can think of faster gaming cpu's such as this one down below.

Other details My Build so Far: https://pcpartpicker.com/list/G9PtjZ. I don't need peripherals and I currently am upgrading from a old gaming laptop. I plan to buy my pc part by part hopefully by July., My hope is that this build can handle 1080p 240hz at high-ish settings or 1440p 144hz at (hopefully) high-ish settings. I don't care about 4k or ray tracing just high frames and resolution. I plant to use 2 monitors one 1080p 144hz and the other 1440p 240hz. The main display will be the 1440p monitor for gaming and the other one I've always used for multitasking. Please let me know if my linked build is enough for what I want im new to pc building. Your list looks good if willing to spend the money for another $100 US you can get a rtx 4080 it has a 13% performance difference(better). over your rx 7900 xtx

unmm no the 7900xtx is a better card then the 4080 stick with that

That's a relief I like the price of the rx 7900 xtx in comparison to the 4080.  Thanks for the advice!
