Laptop can't run games without cpu speed (ghz) dropping below 1ghz (Ryzen)

Don't have any issues when running games unplugged but when plugged the cpu speed just drops exponentially. I have high performance mode on and this is a ryzen laptop. I have the latest BIOS update and no new windows updates, this only happens when running games or video recorders (like obs) or editing software. Whenever I'm not running anything too important (just normal stuff like discord or my web browser) it doesn't have cpu speed drops, but when playing ANY game or software like obs or capcut the CPU will run slowly.

Could also be Power settings in control Panel. 

 

Here are steps to see what your settings are.

 

  1. Go to Start and type Power & sleep settings.
  2. Press Additional power settings.
  3. Click on Change plan settings next to the plan you’re using.
  4. Press Change advanced power settings.
  5. Expand Processor power management.
  6. Change the Maximum processor state to 100%. This ensures that your CPU can even reach the advertised clock speeds.
  7. Change system cooling policy to Active.
  8. Apply and close settings and see if that fixes your issue.

 

Have you tried turning it off and on again? Maybe Restart it?

You can let it run in the background while you do something CPU-intensive.  Installer or portable, up to you.

@chris_techno Also try your custom power plan or create a new custom one.. I've seen somebody have an issue using the default Windows plans with the Razer Cortex stuff installed.

I've tried using the cortex plan but it stays the same, also creating a custom plan is the same.

Did you go into 'Change plan settings' then 'Change advanced power settings' then scroll down to 'Processor power management' and ensure that the Max state is set to 100%?  Min can be whatever, but you can try putting that to 100% also for testing..

 

Nice on the HwInfo64.. but we need to see more of it, the CPU clocks, the Wattage, etc after you've tried a game or something.

Took a sec to upload due to the cpu speed going horrendously down (had a game open)
Hwinfo crashed in the process. (and yes i did check to make sure it was at 100%, my processor setting i mean)

hp support assistant not telling me im missing any updates, no bios updates or nun, and im currently installing the amd stuff rn (either reinstalling or first time installing stuff using the amd download i found for windows 11/10 drivers)

Is it an HP laptop or a Razer laptop?  Installing software meant for a different brand of *laptop can cause weird things to happen..

You have a Razer Cortex power plan installed based on one of your previous screenshots.. do you have any Razer peripherals like a mouse or keyboard that you use with it?  Those drivers shouldn't install a power plan, but you should look in Programs and Features and uninstall anything Razer for diagnostic purposes...
