i have like an "extra" pc at home, my son has my old 1080TI and he has friends over, and some times some one needs a pc.. that is fine had a 4790k so built a pc of spare parts, and bought a used 5700xt TUF asus really cheap, was the "poor" version, which i learned after, with the problematic cooler, got it "decently" fixed with some thick pads and some extra alu heatspreaders..

But it was not good...

my brother instead of throwing them out, gave me a 1070 and a 2070S put the 1070 in a pc for my father, and had the 2070S leftover, which i wanted to use for the "extra" pc so i could get it a bit better in control, and less noisy (in a meshify case with a couple of noctuas, and a 280mm AIO KRAKEN thing, so it has plenty airflow) but this 2070S is just REALLY hot and whiny in fan speed, i can make it a "bit" less noisy by playing with the voltage curve, but at 70% power consumption it still hits 73 and runs fan really strong..

the .. cheap solution is to 3d print a fanduct and put in 2 x 120 mm and hope that works.. but are there really not any "aftermarked" coolers like the Accelero anymore, there is not even a water block for it, but that would also be REALLY expensive. my brother said that card has ALWAYS been really bad in cooling and noise.. so guess a repaste is not going to solve a lot ...

the ventus models arent exactly great cooling cards with a 2070s. so its probably just the card and you could undervolt it. instead of simply dragging the power slider. and setting a set fan speed. you could also simply cap the fps at 60 fps. that should make it run less hard thus less hot and loud.
