set a fix GPU GHz safe?

Yes it is safe though i dont really see the point in having the gpu constantly be at a locked freq, atleast have a really low freq and voltage state for idle and everything else be static so idle you get good efficiency but when an actual load comes itll immedeatly go to max freq

 

btw what gpu? Voltage wise basically everythings fine till 1.4v with heat being the main limiter, pre 14nm might be able to run higher volts but again thermal limits, also i dont know if you can even set that high of a voltage
