GPU whine? New Build

Hey everyone, just got done building my first pc. It seems to run good, but when I try to play a game it makes a loud whining noise that seems to be coming from the GPU.  Is this normal? TIA!

this is compleatly normal and is called coil whine

its normal but you can reduce it

So within PUBG I enabled the smooth frame rate option, and that has seemed to fix the whining.  I am going to test it out in a few other games to make sure, but it seems the Framerate was the issue. Once I verify the fix ill update here.

The GPU coil whine was from the high frame rates in some loading screens and menus. Enabling the Radeon Chill function to limit the frame rate got rid of almost all the GPU coil whine.
