Oracle gives away a very small, basic tier of their cloud service for free. You have to do all the setup work yourself, but what do you want for nothing?

Windows licensing is kind of forces virtualization service providers to demand for licenses on windows VM. If you want a totally free VM, run it on your own hardware.

What are you trying to do?  When you say 'online VM' do you mean something remotely accessable via internet?  If you want something local you can just use VMware converter on your PC and it will produce a VM clone you can run in VMwareWorkstation.

 

VMware used to have a low power online training VM for free, but I can't find it now.

i mean its online so no softwear instal

A free Azure account from MS gives you a free windows VM or Linux VM. 750hrs a month on each OS.

 

You also get a bunch of other free services to use.
