Can RAM thermal throttle?

Unless you're overclocking, it doesn't. JEDEC spec has it rated for up to something like 80-90C (forget the exact value), and at stock settings in a hot box case with no airflow it's rare to get above 50-60C at the absolute most (usually closer to 30-40). Plus there are some extreme rated kits rated for well over 100C. It just won't overheat under any reasonable setup.
If you're overclocking and it gets too hot, it errors out. It's a reason why it's recommended that if you are stress testing a RAM overclock in a gaming system you run Furmark or something in the background, to catch thermally related errors.

Either die, cause a ton of errors resulting in BSODs, or most likely trigger a thermal protection and shut the system down.

Depends on the component. CPUs/GPUs will throttle like crazy, shutdown if they can't get temps under control, and if the shutdown doesn't work the die will crack. PSUs will just trigger OTP assuming they're well made. Motherboards should do the same, though since they're software based they're a little less reliable. SSDs will throttle.
