Cpu not fully turboing

The 3.3 boost is a single core boost and is pretty rare to see. You will probalby see that speed on one core if you max out one core and don't have any other programs running. 

 

This seems normal.

So, for a long time now I've had a prett old laptop that still runs great (from 2012) with a core i5 3320m, which is supposed to turbo up to 3.3GHz but only ever goes up to 3.1GHz and even with cpu stress tests it only goes up to 3.1GHz (the exact number is 3093.3GHz). Does anyone have any idea if it's possible to squeeze anything more out of my cpu or is it just because of how old it is?

Do you think it could be possible to get both cores to go to 3.3GHz instead of only a single core?
