Need help building a gaming pc

Budget (including currency): 20000sek or about 2000€/$ idm going a bit over but hard limit would be 3000

Country: Sweden

Games, programs or workloads that it will be used for: Strategy games but also graphic games like hell let loose and other games that require graphics as I want the option to have it on high or even ultra. 

 
The only desired part is a graphic card in the 4000 series otherwise it’s free play tips and suggestions would be very helpful.

What monitor resolution do you plan on playing at? Also, are you asking for an entire PC build or just the GPU? Because 4000 Series will very quickly eat up your budget if you're not careful lol.
