Lan port indicator lights turn off on PC boot.

I want my ethernet back. When the system is shut down, the ethernet indicator lights on the port show that a stable signal is being received. Immediately after pressing the power button, the lights turn off and don't turn back on until the PC is off again. 

 

Troubleshooting steps I have already tried:

 

1. Different cable - This cable and port on the router work fine.
2. Bios reset - Didn't do nothing.
3. Network reset - Didn't do nothing.
4. Driver update - Didn't do nothing.
5. Driver re-install - Didn't do nothing.
6. Unplugging it and plugging it back in - Didn't do nothing.
7. Bios update flash - Didn't do nothing. (Probably still good though)
8. Windows update - Didn't do nothing.

 

What else is there for me to try??? This is incredibly inconvenient.
