Is that normal?

I stress tested my CPU (i5-12400F) and for lik 5 seconds it consumes 70-65W but after a couple of seconds it goes down to 50ishW on 100% usage all its cores on max, is that normal?

Yes thats normal boost behavior (take a look at the core clocks and the temperature), how long it is boosting depends on the thermal headroom and somtimes on the VRM of the Mainboard

The temperature and clock speeds starts to go lower aswell, but whitout the test running, while only whatching youtube videos it runs on 4100Mhz whats happening?

It's obeying the 55W PL1 power limit.

 

 

You may be able to change it in the BIOS.

Oh shoot, I dont have that option in BIOS, is there any other way to change it? why is it limited to 55 it should be 65

It does not matter, tried balanced/high performance no change even after restarted still 55W
