From YouTube reviews i expect this card to draw around 280W but I only see -219W in afterburner, 

Clocks only reach 2231MHz in games like returnal

 

Is afterburner figures accurate?

Can psu be the bottleneck ?

550w seems tight with the build and I expect to see shutdown if it cant really handle that much power , haven't shut down yet

Or will it give less power to gpu?

r5 5600 , ram 2x8gb 3200mhz, asus b350F, 6800 pulse oc bios, 1080p 144hz monitor , windows 11

Corsair tx550m 80gold

Temps of gpu are under 60C with 28% max fan speed

PSU cant ever be a bottleneck. It has zero say in the power demanded by a part other then shutting down or burning up if it cant provide it, in either case the user will know

Reviews for Power usage can be misleading if you do not look at the fine print. Look at where/how they are measuring it. if its power from the wall, or power over the pcie cable or a software reading of just the core, or the correct way, the physical NVidia tool so you can get power over PCIe socket and cable. (can get up to 75W from the board and still be inside spec.)

You are probably fine on all areas since the clocks are correct.
