What is best low profile GPU?

I am stubborn, with money to burn and an ego to satisfy. What is the current best low profile duel slot GPU? I know the a2000, but is there anything better? 6GB vs 12GB? I need to keep it around that size and hopefully the end result is a fully custom pc smaller that the Velka 3, around 3.4L is my initial estimates but if I can go smaller I will, I just want this little thing to still really pack a punch and look amazing. as for CPU pairing, it'll be an LGA 1700 xx600 (non k), xx400f, or xx100f due to thermal restraints of Cooler. RAM and MOBO is TBD, PSU is 400W with a PCIE 8pin being an option.

Intel vs AMD at the low end and even Mid range is a farce to begin with, I'm making a DIY case smaller than a Velka 3 (the case often compared to an ATX power supply) so CPU cooler is tiny, and for a low end CPU+A2000 (unless there's a better option at the same form factor) 400W is still plenty. If I am uninformed and there is a sizable difference in some way then I'm all ears, but non constructive jest helps no one. for clarification, the CPU cooler in question is the Noctua L9i 17xx or L9a
