Need help on finding a mini pc

Budget (including currency): I don't want to spend over 300€ if possible, hard max is 400

Country: Hungary

Games, programs or workloads that it will be used for: FullHD 60fps for 20+ year old games, media player capable of 4k24fps (decoding x265) and that's about it

Other details: FANLESS

I don't want it to make noise.

 

I also would like a mini pc, if that's not possible, then a laptop.

 

While it's not a deal breaker, I'd really like to have 2 video outputs (only modern ports, so HDMI, Displayport, USB-C, NOT VGA or DVI)

Best I can do is a pretty small fan. Fanless stuff fornthat budget means celerons which suck.

 

That or quite older bigger mini bricks that thermal throthle.

 

A asrock desk mini + parts is about the budget.

This is a tough choice, the UM450 uses a 15W CPU, but still has a fan.

While the UM350 doesn't seem to have a fan, it's a 35w cpu.

 

Do you think it's possible to turn off the fan for the UM450? (turn it off, like, until it reaches 80°C)

should be in the bios settings, its very likely but i think it can only be turned off completely. Also the fan shouldn't be too loud at low rpms
