Need help on finding a mini pc

Best I can do is a pretty small fan. Fanless stuff fornthat budget means celerons which suck.

 

That or quite older bigger mini bricks that thermal throthle.

 

A asrock desk mini + parts is about the budget.

should be in the bios settings, its very likely but i think it can only be turned off completely. Also the fan shouldn't be too loud at low rpms
