Dedicated Video memory with integrated graphics

My question is, why with low end Pentium E, like my father's, when with win7, the amount of The memory Dedicated for Graphics Gets cut down from 1024Mb to 64Mb ?

and is there a way to increase it ?

You can increase the dedicated memory to 1024 MB via BIOS.

Depends on the motherboard

You can increase the dedicated memory to 1024 MB via BIOS.

that's the thing, the Dell Bios is Totally Locked and gives now Twicking Options

its an Optiplex 380
